ICANN oversees the domain name system and has three public meetings a year in different regions. The meetings last five days and mostly comprise discussion of the rules surrounding the provision of domain names.
The San Francisco meeting is likely to be dominated by the issue of new “generic top level domains” i.e. new Internet extensions like dot-com. The rules for the creation of up to 1,000 new extensions in 2012 will likely have been set at ICANN’s previous meeting in Cartagena in December. Which means that the San Francisco will be dominated by what the implications of that process will be.
