The Texas boating safety law effective September 1, 2011 states that a person cannot operate a windblown vessel over 14-feet, a motorboat with more than 15 horsepower, or a personal watercraft unless they were: a) born on or after Sept 1, 1993, b) is at least 13 years of age, and c) has successfully completed a boater education course approved by the TPWD.
